circuit breaker flips after amps drop, then surge

12,000 BTU Cruiseair, about 6 years old, flips circuit breaker after about 30 secs. Compressor starts, then amps go to about 10 and start to drop to about 3, then the amps surge and flip the breaker. Any idesa?

Sounds like the unit is not getting seawater, then shuts down on Hi pressure, then tries to restart against that pressure & trips the breaker….

Your description is a very typical problem/scenario with lack of seawater flow.
